SALAR’s Efforts in Advancing Fiscal Decentralisation in Armenia
The Swedish Association of Local Authorities and Regions (SALAR), through its DeaLoG project in Armenia, is driving meaningful change in fiscal policy as part of the country’s decentralisation reforms. Supported by Sida, the initiative prioritises building consensus on key aspects of fiscal decentralisation among reform stakeholders.
By strengthening the capacities of actors at central and local levels on different aspects of public finance management and fiscal decentralisation, SALAR ensures they are equipped with the expertise and tools needed for effective financial governance, promoting a more autonomous and capable local governance system.
SALAR’s efforts include the development of models and tools for financing decentralised functions, ensuring that fiscal policies effectively support the delivery of public services at the local level.
Additionally, the project supports the creation and communication of horizontal and vertical cooperation and consultation mechanisms, fostering collaboration between relevant actors in targeted local government competence areas. Central to these efforts is the promotion of accountability and collaboration. SALAR facilitates cooperation between government levels to align financial strategies with local needs, ensuring efficient resource allocation and fostering trust in governance.
Fiscal decentralisation offers numerous advantages, including more efficient use of resources, improved accountability, and stronger connections between governments and citizens. Sweden’s extensive experience in this area serves as a guiding example, demonstrating how empowered local governments can drive innovation, improve public services, and strengthen community trust. Drawing on this expertise, SALAR’s work in Armenia is laying the foundation for a governance system that is both sustainable and responsive to the needs of its people.
