Policy Dialogue and Advocacy
The Swedish Association of Local Authorities and Regions (SALAR), through its DeaLoG project in Armenia, plays an active role in advancing decentralisation reforms by encouraging constructive policy dialogue and strengthening advocacy efforts. Funded by Sida (Swedish International Development Cooperation Agency, the initiative creates opportunities for national and local stakeholders to engage in evidence-based discussions, shaping effective and inclusive decentralisation policies.
A key focus of SALAR’s work is providing strategic advice and capacity-building support to the Ministry of Territorial Administration and Infrastructure (MTAI) and other relevant government bodies. By promoting open dialogue and inclusive decision-making processes, the project ensures that policies reflect the diverse needs of local communities while supporting democratic governance practices.
The project emphasises the importance of local autonomy and accountability, encouraging reforms that strengthen the role of local governments and equip them to manage increased responsibilities effectively.
Additionally, the project raises awareness about the benefits of decentralisation through mentoring, analytical support, and targeted advisory initiatives. These activities help central, regional, and local actors take an active role in shaping decentralised governance systems.
Through its focus on policy dialogue and advocacy, SALAR contributes to establishing the foundation for a governance model in Armenia that is transparent, inclusive, and aligned with the needs of its citizens. Drawing on Sweden’s long-standing experience in local self-government, the project helps Armenia adopt sustainable policies that empower communities and build public trust.
